1.適用范圍涵蓋石油化工、煤化工企業(yè)及石油庫工程中易揮發(fā)性可燃液體物料(真實(shí)蒸汽壓>7.9kPa(A))儲(chǔ)存和裝載系統(tǒng)的油氣回收處理設(shè)施設(shè)計(jì)。明確苯、甲苯、二甲苯等高危物料的儲(chǔ)存及裝載系統(tǒng)必須設(shè)置油氣回收處理設(shè)施。
1. The scope of application covers the design of oil and gas recovery and processing facilities for the storage and loading systems of volatile and flammable liquid materials (real vapor pressure>7.9kPa (A)) in petrochemical and coal chemical enterprises, as well as oil storage projects. The storage and loading system for high-risk materials such as benzene, toluene, and xylene must be equipped with oil and gas recovery and treatment facilities.

- 儲(chǔ)罐區(qū):區(qū)分“直接連通”和“單罐單控”兩種收集方式,裝船設(shè)施需設(shè)置船岸安全裝置(含快速切斷閥、含氧量檢測等)
-Tank area: distinguish between "direct connection" and "single tank single control" collection methods, and ship loading facilities need to be equipped with shore safety devices (including quick shut-off valves, oxygen content detection, etc.)
- 裝載系統(tǒng):裝車/裝船油氣收集管道應(yīng)設(shè)切斷閥,裝船棧橋根部陸域側(cè)需設(shè)遠(yuǎn)程控制切斷閥(距碼頭前沿≥20m)
-Loading system: The oil and gas collection pipeline for loading/shipment should be equipped with a shut-off valve, and a remote control shut-off valve should be installed on the land side at the root of the loading dock (at least 20m away from the dock front)
回收/處理裝置:
Recycling/processing equipment:
- 油氣濃度>30g/m時(shí)宜采用回收裝置(吸附、吸收、冷凝等物理方法);≤30g/m時(shí)宜采用處理裝置(燃燒、氧化等化學(xué)方法)
-When the oil and gas concentration is greater than 30g/m, it is advisable to use a recovery device (physical methods such as adsorption, absorption, condensation, etc.); When ≤ 30g/m, it is advisable to use treatment devices (chemical methods such as combustion, oxidation, etc.)

- 裝置設(shè)計(jì)規(guī)模應(yīng)考慮110%超負(fù)荷運(yùn)行能力,適應(yīng)油氣濃度波動(dòng)
-The design scale of the device should consider a 110% overload operating capacity to adapt to fluctuations in oil and gas concentration
安全與環(huán)保:
Safety and Environmental Protection:
- 管道設(shè)計(jì)壓力≥1.0MPa,真空管道≥0.1MPa外壓,閥門、管件材質(zhì)需與管道匹配
-Pipeline design pressure ≥ 1.0MPa, vacuum pipeline ≥ 0.1MPa external pressure, valve and pipe fitting materials need to match the pipeline
- 尾氣排放需滿足國家有機(jī)氣體控制指標(biāo),換熱器壓降≤300Pa,凝縮液禁止排入污水系統(tǒng)
-The exhaust emissions must meet the national organic gas control standards, with a pressure drop of ≤ 300Pa in the heat exchanger, and condensed liquid must not be discharged into the sewage system

適用范圍擴(kuò)展新增煤化工企業(yè)及儲(chǔ)罐區(qū)、裝船系統(tǒng)的油氣回收要求,解決原標(biāo)準(zhǔn)覆蓋不全問題。安全措施強(qiáng)化明確儲(chǔ)罐區(qū)和裝船設(shè)施的防爆、防雷、防靜電設(shè)計(jì),新增吸附罐失電保護(hù)、反應(yīng)器超溫聯(lián)鎖等條款。環(huán)保指標(biāo)升級尾氣排放限值與現(xiàn)行環(huán)保標(biāo)準(zhǔn)聯(lián)動(dòng),推動(dòng)低碳技術(shù)應(yīng)用。
Expand the scope of application to include oil and gas recovery requirements for new coal chemical enterprises, storage tank areas, and shipping systems, and solve the problem of incomplete coverage of the original standards. Strengthen and clarify the explosion-proof, lightning protection, and anti-static design of storage tank areas and loading facilities, and add clauses such as adsorption tank power loss protection and reactor overheating interlock. Upgrading environmental indicators and linking exhaust emission limits with current environmental standards to promote the application of low-carbon technologies.
